Public Access stations would love for someone to beef up their channel id logos
and such.  If you don't mind working for free you could show up the
competition.  In this way you can demo your work by asking clients to watch the
stations.  I should think this would pressure clients into being more receptive
to using you.  We can't have some little peeon station outperforming the
industry!
